SHIP REGISTRATION

Dominica enacted the International Maritime Act Act 9 of 2000 which came into force on the 13th October 2000. This Act was amended by the International Maritime (Amendment ) Act - Act 12 of 2001. The International Maritime Regulations were gazetted on 16th May 2002

The Maritime Administration Unit, located at 20 Bath Road, Roseau, Dominica, oversees and regulates the administration of the sector and the Dominica Maritime Registry; the Dominica Marine Registry based in Washington is the sole International Ship Registry for Dominica.

  • Dominica does not levy taxes on the income or assets of its IBCs or a Foreign Maritime Corporation which flies the Dominican flag
  • Maintenance fees are assessed on the anniversary of the incorporation of the company

All sea worthy vessels with Certificates from Class Societies recognized by the Commonwealth of Dominica may apply. Vessels over 20 years will have to complete a spevcisal survey.

The Societies recognized are:


  • American Bureau of Shipping
  • Bureau Veritas
  • Det Norske Veritas
  • Germanischer Lloyd
  • Lloyd's Register of Shipping
  • Nippon Kaiiji Kyokai
  • Cyprus Bureau of Shipping


If you are not a Dominican Citizen you can establish an IBC to own the Vessel and that company can then seek registration

If the company which owns the ship is domiciled elsewhere you can proceed to register as a Foreign Maritime Entity which means that you willl not have to move the Company to Dominica.

Any mortgages must be recorded in Dominica and this must occur before a vessel can obtain a Provisional or Permanent Licence.

The DMR will issue a Provisional Certificate of Registry, Provisional Radio Licence and Minimum Safe Manning Certificate on receipt of the required application paperwork from Safe Haven. These are valid for 6 months

During this Provisional period Safe Haven will forward the following completed forms to DMR

  • Memorandum of Particulars
  • Report of Ship's Officers
  • Applicable Safety Certificates
  • Permenant Registration can then be completed and a Permanent Ship
  • Station Licence will be issued by DMR for 1 year.
